Add created event for operations

As a user in MP, I want to create an operation, i.e a modificaton, and have it started/completed by an integrator.

i.e A modification is created by a CX agent. The creation generates an event which the integrator can consume and then forward to the ERP/WMS. The subsystem then validates that the operations is doable, and upon confirmation from subsystem, the integrator completes the operation.

The above minimizes the risk of operations being performed in brink whilst not being properly executed in sub/downstream systems.
