Added extensive blocked operations visibility when custom states are active on orders:

• Banner notification — A prominent error banner shows which operations are blocked and which custom states are causing the block

• Disabled tabs with placeholders — Blocked operation tabs display a ban icon with reduced opacity, and their content is replaced with an informative placeholder panel.

• Cancel button blocking — The "Cancel order" button appears disabled with a ban icon when CANCELLATION is blocked

• Address change blocking — The "Change address" button is disabled with a tooltip when MODIFY_ORDER_ADDRESSES is blocked by a custom state

• Enhanced Remove custom states popup — States are now color-coded (red for blocking, yellow for informative) with type badges and blocked operation tags for at-a-glance visibility

• Custom state form — Added MODIFY_ORDER_ADDRESSES to the operations dropdown when creating custom states
